January 3rd, 2012 – Board Meeting:

March 15th 2011, board mtg minutes:
Members Present: Mickey McDiarmid, Mary Anne Stuckart, Mike Rostron, Freeman Anthony, Polly Gilbert, Scott Roberts
New Business:
- Approve minutes – 5 min
Patrick moved and Polly second approval of the minutes. Passed
- Treasurer’s Report $1, 046.28
Fritz is collecting dues.
- Planning for Mayor’s attendance at SNA April, 19, 2011 meeting.
Notification: Sunnyland Google Group-Patrick- Sunnyland Website-Mickey, Bellingham Herald,
Mary Anne will email Herald, Cascadia Weekly-Mike, Pat will check with Margaret re: SNA group email list; Fritz will contact the Sunnyland Business Association

Topics:
- Public Works-Sunnyland I.and I. Project. What is the scope and schedule of the
project? Experimental project to get storm water out of sewer.

- National Night Out Against Crime Event (first Tues in Aug, the 2nd)
Neighborhoods usually participate-Mickey wants us to start thinking about it now.
Block safety plans can be completed that evening.
- DOT planning commission Mtg -15 min
The city planning Commission voted against the Sunnyland Plan 4-2. The chair made some remarks that were very upsetting and biased against the SNA. Patrick felt the chair and other members of the commission did not understand SNA plan. The City Planner called Pat today and asked if we wanted to go before City Council. Pat asked if anyone objected to going before City Council. Fritz believes in high density in fill. He reminded us that the City Planners need to support the Growth Management Act. Fritz pleaded that the SNA consider some high density use of the land so we can come to an agreement. Mickey said our issue is to get on the docket.
Scott asked what if we hold off and work with Edelstein & come up with a plan and both of us go to the Planning Commission.
Mike Roston read a quote and wanted it in the minutes, “Providing vegetation in the city I think is the way of the future.” Mike supports gardens and vegetation.
Motion: Mike Rostron moved that SNA takes the plan to the City Council.
2nd by Patrick Approved- 4 yes, 2 abstain.
Fritz-Concerns: SNA is not being ignored, the proposal was brought before the Planning Commission. Edelstein has met with us. The SNA does not own the property and we do not have the right to approve any plans. The issue is “in-fill” and The Growth Management Act still is the law.
Polly stated that originally when the owners of the DOT property applied for re-zoning, city officials sent him back to meet with SNA. SNA had neighborhood meetings and the charette which produced a proposal which the property owners refused to accept. Pat said we are at impasse. Mickey pointed out that there are issues that the owner and SNA agree on, that are in our plan.
Mike is concerned about pesticide being used on lot and then with run off ends up in the bay.

- The Hope In Christ Church was broken into last week end and a computer was stolen. The robbers came through a window and went out through a door. Very neat and tidy.
Old Business:
- Committee reports: MNAC, – Patrick McKee
2011 Comprehensive Plan update-Focus on different land use, transportation, housing, utitilies. Adding new chapters for environmental and economic Developmental.
City Police presented: Automatic traffic safety cameras will be installed. Holly and Forest intersection is the worst intersection in the city.
Discussed Landlord licensing. WWU student government asked city to license landlords. The support a strong proposal to create a fee to support licensing landlords and rentals inspections.
- Web site forum – 5 min
The forum on SNA website is not working correctly. Mike said you have to request to be a member of the group, anyone with a password should be able to go in and change items on the website. Mike will check it out.

Sunnyland Neighborhood Board Meeting

The meeting was called to order by acting president Mickey Mc Diarmid at 6:32 p.m.
Corrections to the minutes for Jan 18th, 2011:
Rosa McAlister is from Hope in Christ Church
City Parks Dept.Person to contact about the community gardens is Leslie Bryson
DOT area corrected from DTO
The minutes were approved as corrected.
Dave Edelstein and Pamela Hinton gave a talk about developing the DOT site.
Scott Roberts talked about the meeting for Community Gardens on March 20 at his church. The church have movies ongoing 3rd friday’s of the month. Also they have a farmers Market in the summer. The church has a a house on their property that is used as 24 hour prayer center. It has 3 people currently living there. They were looking for direction regarding a fourth person living there.

Pat Mc Kee let us know the Planning Commission will meet on March 10th. It was moved, seconded and passed that Pat would present the neighborhood’s case for the DOT area rezone for the Planning Commission.

SUNNYLAND NEIGHBORHOOD BOARD MEETING
Nov. 16. 2010
Members present: Mickey McDiarmid, Judith Green, Mike Rostron, Patrick McKee, Mary Anne Stuckart, Polly Gilbert
The meeting was called to order by president, Mickey McDiarmid
at 6:30 PM.
Liam talked about his dog — Roxie. Missing for 3 weeks.
Last seen at the Circus.
The minutes were approved 5 to 1.
There was discussion about having a Dec. meeting. It was
decided not to have one for several reasons.
January meeting will be nomination of officers.
There was a discussion of continuing the Neighborhood Association
Suggestions:
Quarterly meetings
Have board members instead of officers
Continue meetings as a group but not an active group.
Mary Anne volunteered to run for an office.
MNAC — reported by Patrick McKee
Low income Seniors will get loans at no or low interest.
for repairs.
Recommend to the planning commission:
New amendments for the neighborhood plans for new
zoning. MNAC will vote on these before referral
to the planning commission.
Grant Landram demonstrated the neighborhood’s new Web site.
The meeting was adjourned at 7:45 PM.

The minutes from Sept, were approved.
Advertising the website when completed was discussed.

Polly will get e-mail list from former Secretary Margaret.
Website update – Judith Green
Working on the site- will be done before Thanksgiving.
Will need a date for showing the web site in Nov.
MNAC report – Patrick Linda also reported about the meeting.
A motion was made, seconded and carried to accept Mickey’s description of the neighborhood.
A winter event at the Feb mtg was discussed. No action taken. Linda suggested a speaker for the Jan mtg possibly a council person. MaryAnne will make a poster about the speaker.
Linda said our group is typical of neighborhood mtgs
No great issues
Fewer members coming to mtgs
There was discussion about what other neighborhoods due to increase members coming and working in the meetings.
Suggestion about mailing to members, Linda will see about getting money to support this.
Discussion about keeping order in meetings. Assign time for each issue. MaryAnne will bring a timer.
Scott Roberts, Minister at Hope in Christ Church, would like to offer possibly at meeting at the church to help the association.
