Board of Directors meeting – June 20, 2006

Attending: Hugh Conroy, Polly Gilbert, Carol Lavoie, Margaret Lyons, Susan Adams, Andrew Connor, Theresa Tripp, and John McGarrity of Cornwall Neighborhood Ass’n

1. Welcome, introduction, reading of May meeting minutes.
2. Ongoing resources for neighbors:
• Gene Knutson and John Watts are our City Council members.
• Northwest Air Clean Air Agency is 800-622-4627 regarding air quality in general, Brooks Lumber in particular.
• Police Office Melissa Locke is assigned to our neighborhood should you have any need to contact BPD. She is also the person to contact for starting a Blockwatch. Her number is 676-6924
3. Treasurer Report by Hugh Conroy:
• Disbursement of funds included money for the PostOffice Box rental and the Port-O-Potty rental to Susan Adams, when it was revealed that Port-O-Potty bill would be waiting in the POBox. Susan will pay for rental.
• Margaret Lyons was reimbursed $18 for printing of the picnic flyers.
• Board members signed May’s meeting minutes so that Hugh can take it to GaPac and get a checking account.
4. Mayor’s Neighborhood Advisory Committee Report by Andrew Connor:
• New metal sign for Memorial Park
• As part of the GMA, the city passed Transportation Concurrency Ordinance; Andrew discussed ramifications of traffic levels on streets and how it may affect Sunnyland.
• Tim Stewart, the new Planning Director, attended and clarified that City Council, Planning Dep’t and Planning Director all can put forth Neighborhood Plan amendments. There were three conditions for it to not go through Review: 1) amendment must be consistent with Comprehensive Plan; 2) it has to demonstrate how to accommodate population growth; and 3) it must demonstrate consensus among neighbors.
5. Website:
• sunnyland.org is available again. Theresa will speak with David Donohue about purchase and cost of maintaining. Hugh suggested we buy the site for logistic reasons (ie fewer letters to put on signs).
• Margaret will be Content Manager/QC/Point Person for website. She will compile content, proofread and edit, beginning with the current site in its entirety.
6. Theresa reported on the Red Apple site.
7. Committee involvement: Board members will continue recruiting for SNA. Andrew suggested picking a few things we’d like to see for the next year then create subcommittees for them, with ideas brought to the Sept. General Meeting. Hugh said Neighborhood Plan took priority for that meeting. Andrew will present it at mtg.
8. General Meeting will be on Sept. 19th. Susan will create agenda, to include a social time to meet each other.
9. Susan will tell Signs By Tomorrow that we’ll get signs by August. Hugh will crunch numbers and solicit sponsorships on Google group and list of businesses.
10. The City seeks Community and Professional Applicants for Proposed New Design Review Board.
11. City feedback survey request: Susan reported that the city is interested in having Sunnyland neighbors fill out Feedback survey for use in developing its Comp Plan. Discussion whether to compile ideas from picnic or distribute surveys. Decision to make it available on Google group, with Susan compiling Hugh expressed concern about “consensus”, as required by Planning Dep’t, not being politically defensible. Instead, he suggested going to our City Council members. Or, return Survey with caveat that it’s from the Board and a few residents. Andrew suggested we suggest that City simply first enact current Comp Plan, not revise and add to it first.
12. John McGarrity reported from Northside Neighbors Meeting held May 25. The meeting covered a number of pressing issues:
* ReStore wants to relocate to Meridian and Broadway. Columbia, Cornwall Park & Letter Street Neighborhood Associations leaders met with ReStore & Resources management and discussed concerns and are planning neighborhood meetings for later this summer.
* A meeting needs to be organized with the Bicycle and Pedestrian Advisory Committee regarding their plan for bicycle and pedestrian traffic routes. Part of this discussion is opposing the removal of parking and the 5 lanes proposed for all but one of our arterials.
* DOT site on Sunset: Hinton-Dawson Construction is still in the process of closing the purchase. Kulshan Community Land Trust is interested in this site and it is likely that Hospice will be as well.
The group also discussed Old Town, Utilities infrastructure/Safety issues, Fountain District and other issues.
* John also reminded us that Small & Simple Grant proposals are currently due in February and that the planning needs to be completed in the Fall. We can apply for a grant for more than one purpose, up to the limit.
The neighborhood can possibly receive more than one grant if another organization applies; that is, SNA and Sunnyland PTO could each separately apply for a grant.
* Reminder to send SNA meeting announcements to other neighborhoods so they can tell their Sunnyland friends.
