Input from neighbors is most important and always valued so please speak up and let your voices be heard. However, anything that needs to be voted on is done so by the board members with all consideration to what the neighborhood wants and needs. You may join in the discussions for or against anything that is being voted on.

New Business:
1. Tara Fleetwood with Bellingham Police Department Neighborhood Block Watch Program presented information plus answered questions.
Officer Fleetwood passed out Neighborhood Block Watch magnets with phone numbers and the website. Officer Fleetwood considers this a neighborhood program and encourages neighbors to call when an incident is in progress. The number 1 call is vehicle prowler and most of the cars are unlocked. Officer Fleetwood encouraged neighbors to work with churches, businesses and schools. Block Watch Captain keeps an email database of neighbors. The motto is “Light it up, Lock it up and Look and Listen”. She said leaving your energy efficient front porch light on deters crime. She does not encourage motion sensors for a front light as your block is dark until someone steps near a house. Sensors can be used in backyards, etc. Officer Fleetwood suggested that you lock up your car, garage and home. She said that if you are in the backyard, lock your front door. She said thieves sometimes only break in for papers they use for identity theft. Neighbors need to keep their eyes and ears open and watch for changes and unusual behavior. If you have questions about a situation-call the non-emergency number-676-6911. H. Conroy asked if there was a suggested or preferred size for a block watch area and Officer Fleetwood said no. P. Basart asked if she had a Block Watch form and the officer said she only gives the forms out at an official Block Watch party. She suggested running a credit check once a year in case someone has opened a credit card in your name and to shred mail.
2. Minutes from 7/17/07 & 8/21/07 meeting approved.
3. SNA Bylaws updated by committee to meet the requirements of the city so we can access money. Hugh reviewed the bylaws with the group. P. McKee asked a question about section E. Vacancies. H. Conroy moved to approve the by-laws and strike the words from E. Vacancies to: “even if such majority is less than a quorum.” and changed VI. Amendments changed to “ draft of the changes to be voted on is introduced at a board meeting, with a vote on adoption held at the next scheduled board meeting.” P. McKee seconded. Motion Passed.

4. Neighborhood Planning Committee – Hugh Conroy
The committee is waiting to hear from the DOT owners. The Sunnyland
Neighborhood Association is going to present to the city that SNA supports creating an area rezoned to residential single with 7500 square foot lots. We will have two public meetings, October 22 and Nov. 2. P. McKee and H.Conroy are looking for meeting sites. They are rounding up the addresses so invitations to the meetings can be mailed to DOT neighbors.
5. Mayors Neighborhood Advisory Commission- Patrick McKee-The meeting was last week and each neighborhood reports on their activities. Patrick is advocating shortening this portion of the meeting. Sehome Neighborhood is working on neighborhood design standards so new construction matches the neighborhood. WWU is starting a late night shuttle for the students, 7 nights a week.
6. Treasures Report- Hugh Conroy SNA has $862.00 in the bank. Dues =$640.00
Cash donations at the picnic were over $400.00. Bellingham Neighborhood Grant of $700.00 is $150.00 less for port a potty charges at picnic. Hugh asked for approval to pay $90.00 for P.O. Box.
Erin Macri moved that we pay for the P.O. Box from Bham Neighborhood Grant.
Motion approved. Hugh Conroy suggested opening a Pay Pal account. Mail to SNA P.O. 2151, 98227
Empty Position: Patrick McKee nominated Mickey McDiarmid, 507 E. Illinois, to fill Carol LaVoi’s At Large Position on the board. Hugh seconded the motion. Motion Passed.
Old Business:

1. Approve city sponsored insurance program – Patrick McKee SNA is insured by the city and P. McKee will get the policy number and name of company.
2. SNA Annual Picnic - Erin Macri or Theresa A fun time by all, great turn out and a big thanks you to every one who planned and helped.
3. Street Tree Grant- Patrick Mckee said that $1000.00 of donations from people who are getting trees will go directly into our treasury for stakes, tool rental, truck with hydraulic gate rental costs, and sales tax. Three people who ordered trees were not able to get trees and Patrick asked SNA to get them trees out of the $1000.00.
Patrick asked for approval to spend the $1000.00 for tree planting expenditures.
Patrick moved to have access to up to $1000.00 for the tree planting expenditures.
Erin Macri seconded the motion. Motion Approved.
Patrick McKee moved to plant 3 trees in yards along industrial border and use
$300.00 of $1000.00 Neighborhood Support grant from the city. H. Conroy
seconded. Motion approved.
Announcements:
Sunday, Sept. 23, 1:00 p.m Groundbreaking Sunday, Potluck-Trinity Lutheran- Ted Hinds- New Addition for Youth Ministry and Fellowship Hall. They will have youth outreach with tutoring available.
Friday, Sept. 28-ReUse Works will have a free appliance pick up. Call 527 2646 and Appliances need to be on curb by 10.
Saturday, October 27-Volunteer Center-Open House at BHS 734-3055
